A suspended Kendallville police officer accused of using spyware to monitor the computer activity of a former girlfriend was charged Friday with two felony counts of computer tampering. Joseph E. Pegan, 33, surrendered for arrest Friday and was released on $4,500 bail. He is scheduled to make an initial court appearance Monday. Pegan used spyware from his home and Police Department computers from Nov. 15 until April 15 to monitor the computer use of a former girlfriend, State Police Detective Sgt. Kathy Robbins said in court documents.
